The City of Arroyo Grande is proposing regulations for which we would like your feedback. The Planning Commission has recommended to the City Council the regulation of vacation rentals (non owner-occupied structure being rented for less than 30 days) and homestays e.g. AirBNB (owner-occupied dwelling unit where a maximum of 2 short-term lodging rooms are provided for compensation). The proposal is to allow these uses in residential and certain commercial zoning districts in the City, subject to approval of an administrative land use permit, issuance of a City Business License, and payment of Transient Occupancy Tax. How would you like to see the City address these types of uses within Arroyo Grande, and why?
The proposed ordinance can be found at http://www.arroyogrande.org/DocumentCenter/View/1590
The most recent Planning Commission staff report can be found at http://www.arroyogrande.org/AgendaCenter/ViewFile/Item/631?fileID=3851

Solutions to various traffic & pedestrian concerns around the city need to be uniformly applied to S. Halcyon betw Pike & Fair Oaks with an eye to the future. Numerous car collisions at the Pike can be avoided by a.) reducing speed to 35 mph, b.) installing warning lights and a 3-way stop at the Pike/S. Halcyon intersection, and furthermore, c.) adding crosswalks with flashing beacons at the original Willow Ln. crosswalk and Sandalwood, d.) increase size of Harloe school zone, e.) installing ADA compliant sidewalks and ramps from the southern city limit to a refurbished crosswalk at Willow Ln.
Influencing motorist behavior at the city limit will increase public safety and livability in the surrounding neighborhoods. Examples of improvements needed can be found at the top of Brisco hill, Los Berros/Valley Rd. and the 1000 blk E. Grand.

I am an Air BnB host in Arroyo Grande. I would love for this service to continue in our city. It offers travelers a place to stay from people that love our town and can tell them all the great things to see and experience when they're here. This not only brings money to the city via taxes and fees, but benefits local businesses as well. Restaurants, movie theaters, ice cream parlors, pizza places, beauty salons, and markets of all types. If we are not allowed to host in AG, travelers will go instead to SLO, and utilize their facilities instead of ours. We're proud of our community and we want to share that with travelers from the USA and the rest of the world!

The Village is so unique, and I am excited about the direction the Village is moving: more variety of businesses, primarily restaurants and cafes. I would love to see another coffee shop and a yogurt shop to round out the experience and fewer non-entertainment-/tourism-related businesses (e.g., real estate offices aren't the hottest tourist attraction, no offense to those business owners).
As to my main reason for writing, I would love to see a median in the center of Branch Street in the Village. Preferably it would include grass, trees, benches, sidewalk, and several areas for pedestrian crossing. Alternatively, a simple median with trees. An official "Village" sign and fountain could welcome visitors. Additional drought-tolerant trees and various plants along the median and existing sidewalks would further enhance it.
I think this would add to the quaintness of the Village, increase its growing appeal, signal vehicle traffic to slow down, and encourage more pedestrian traffic.

However, if you decide to retain invocations, I urge you to allow secular invocations as well as religious ones. This and only this treats all citizens fairly.

The length of time given a pedestrian to walk across the street at any given intersection in AG is too short. The worst areas are those on Grand leading into the Village. Drivers force pedestrians to move out of their way when the lights change. However, if you time it, a pedestrian has approximately 5 seconds to cross an intersection...not enough time unless you are flat out running. Please change the timing so it is safer for those of us who enjoy walking through the neighborhoods and corridors of AG.

Based on the abundant power infrastructure downtown and the lack of vehicle charging infrastructure in South County, I would like to propose several level 2 EV charge stations be installed in downtown Arroyo Grande. These would promote a green image for AG and provide needed charging locations for EV and PHEV vehicles. EV drivers using the stations would boost business to the local merchants. Cost is low as there are state and federal grants and rebates. Parking stalls would need to be marked as EV charging only.

Please make (or allow the neighborhood to make) the small triangular piece of land at the top of Via La Barranca into a park.
If we are allowed to mow the grass, trim the trees and put in a swing that would be enough.
There are lots of kids and dogs in this neighborhood who would use the area.

The citizens of Arroyo Grande are not fully represented on the current city council and will be even less so when the new council is seated. An oversight committee needs to be implemented to provide the citizens with an opportunity to truly participate. This group should not be appointed by council members, this board of 5 to 7 people should have to apply and interview with the city manager. Assistance with an economic development plan should be the first order of business for this group.

Why has the spider and Rat infested lot at the corner of Halcyon and The Pike not been cleaned up? According to weed abatement letters by the city it is the owners responsibility and the city will take control and charge them. This is simply not the case. I constantly clean up trash and trap rats and mice who have made the area their habitat. I worry that a cigarette thrown out a window or a spark from a car is going to ignite the dry underbelly of that mess which will quickly take my house with it. Its a Rodent farm, Homeless Hideout, Fire Hazard and its been allowed to take over the sidewalks and intrude onto my property. I'm really curious what more it needs to be before someone gets a dozer out here. Maybe they will even cut down the corner for a better traffic view. Its a horrible intersection as it is and we have kids stepping into the street to avoid the overgrowth that has consumed the sidewalk. Can we please concentrate on this part of town? We need your help.

Grand Ave from Oak Park to Elm has a serious problem with homeless that are aggressively panhandling foot traffic in this business district. We need to find ways to better manage this. In the last year the level of this problem has gotten worse.
There are lots of ideas all with compromises but ignoring the problem will not make it go away. Panhandling, sleeping on public benches, and other activities have to be managed in this area.
These people have their issues and I have no issue with public support for those that have problems but we have gone to far the other way. The citizens of Arroyo Grande have a right to go for a walk without feeling threatened.
There is no easy fix to this issue but we can do better than the current situation.

There is limited sight distance between the Gularte Road intersection and the hill to the east on Corbett Canyon Road. People driving westbound on Corbett Canyon come sailing over the rise and do not expect to see someone turning onto the road so they have to slam on the brakes. It is a matter of time until there is a serious accident at that intersection.
I would like to see the speed limit lowered to 45 mph on Corbett Canyon at the city limits, and some "bumps" (I believe they are called dagmars?) installed on the road to alert drivers to slow down.
